Manchester was of the first neighborhoods in the nations to participate in the federal Hope IV program that was
designed to replace obsolete public housing with functional mixed-income communities. As a result of this program, over 120 units of new or renovated housing were completed in Manchester from 1986 to 2004. The program was comprehensive in nature and provided funding for a case manager to coordinate social services.
